17.e AWARD OF CONSTRUCTION CONTRACT FOR CIP 105–ANNUAL STREET\nIMPROVEMENTS AND CIP 695–PARKING LOT A IMPROVEMENTS AND\nAPPROPRIATION OF RUBBERIZED PAVEMENT GRANT FUNDS FROM\nCALRECYCLE FOR PROJECT REIMBURSEMENT - 25-PW-008\nCEQA: Determine the CIP 105–Annual Street Improvements and CIP 695–Parking\nLot A Improvements project is exempt from the California Environmental Quality Act\npursuant to CEQA Guidelines Section 15301 (Existing Facilities). The proposed\nwork is surface improvements of an existing public roadway.\n(Public Works Director Joe SanClemente)\nRecommended Action:\nStaff recommends City Council:\n1. Award a construction contract for CIP 105–Annual Street Improvements\nand CIP 695–Parking Lot A Improvements to Hardy & Harper, Inc. in the\namount of $3,200,000 (Attachment 1);\n2. Authorize the Director of Public Works to establish a construction cost\ncontingency in the amount of $500,000 and approve contract change orders\nup to the amount of the approved construction cost;\n3. Adopt the attached resolution entitled "A Resolution of The City Council of\nthe City of Hermosa Beach Approving the Construction of CIP 105–Annual\nStreet Improvements and CIP 695–Parking Lot A Improvements Pursuant\nto Government Code Section 830.6 and Establishing a Project Payment\nAccount” (Attachment 2);\n4. Authorize the Mayor to execute the construction contract and the City Clerk\nto attest, subject to approval by the City Attorney;\n5. Accept $50,000 in grant funds from CalRecycle for CIP 105 project\nreimbursement;\n6. Appropriate $50,000 and add estimated revenue of $50,000 in the Grants\nFund for the Rubberized Pavement Grant Program;\n7. Release $50,000 of CIP 105 project budget back to the Capital\nImprovement Fund due to Cal Recycle grant funding source; and\n8. Authorize the Director of Public Works to file a Notice of Completion\nfollowing final completion of the project.
