17.g AWARD OF CONSTRUCTION FOR CIP 619–KELLY COURTS IMPROVEMENTS -\n25-PW-011\nCEQA: The Project is exempt under the California Environmental Quality Act\n(“CEQA”) pursuant to CEQA Guidelines section 15301 (Existing Facilities) and\nsection 15302 (Replacement and Reconstruction). The proposed work is an\nalteration of existing public structures or facilities involving negligible or no\nexpansion of existing use. Further the proposed work consists of reconstruction of\nexisting court structures where the new courts will be located on the same site as\nthe structure replaced and will have substantially the same purpose and capacity as\nthe structure replaced. No exceptions to the CEQA exemption apply.\n(Public Works Director Joe SanClemente)\nRecommended Action:\nStaff recommends City Council:\n1. Award a construction contract for Capital Improvement Program (CIP)\nProject 619–Kelly Courts Improvements to KYA Services, LLC. in the\namount of $797,766 (Attachment 1), ratifying City staff determination that\nlower bids were non-responsive (lowest-bid) and non-responsible (second\nlowest-bid) as applicable;\n2. Authorize the Director of Public Works to establish a project contingency\namount of $160,000 and to approve contract change orders up to the\namount of the approved project contingency;\n3. Adopt the attached resolution entitled “A Resolution of the City Council of\nthe City of Hermosa Beach Approving the Construction of CIP 619 Kelly\nCourts Improvements Pursuant to Government Code Section 830.6 and\nEstablishing a Project Payment Account” (Attachment 2);\n4. Authorize the Mayor to execute the construction contract and the City Clerk\nto attest, subject to approval by the City Attorney; and\n5. Authorize the Director of Public Works to file a Notice of Completion\nfollowing final completion of the project.
