8. Fiscal Year 2024-25 Mid-Year Report\nRECOMMENDATION:\nThat the City Council:\n1. Receives and accepts the CEQA designation;\n2. Receives and accepts the Fiscal Year 2024-25 Mid-Year Report;\n3. Increases or modifies Fiscal Year 2024-25 appropriations in the net amount of\n$4,427,494 for additional needs as detailed in this report;\n4. Authorizes the proposed capital expenditures detailed in this report; and\n5. Authorizes the proposed personnel changes detailed in this report.
