7. CONSULTANT SERVICES AGREEMENT FOR\nDIGITAL PARKING PERMITS\nRecommendations:\n(1) Authorize the City Manager to execute a\nconsultant services agreement with IPS Group, Inc.,\nin an amount not to exceed $352,500, to provide\ndigital parking permit software for a three-year initial\nterm, with two one-year option terms;\n(2) Authorize the City Manager to approve future\nproject-related expenses and change orders with IPS\nGroup Inc., for an amount not to exceed $35,250; and\n(3) Find this action is not a project subject to the\nCalifornia Environmental Quality Act.
