17. Waive competitive bidding procedures under Chino Hills Municipal Code (CHMC) Section\n3.18.050.I and find waiver is desirable and in conformance with state law for agreement with\nSanta Ana Watershed Association (SAWA); authorize execution of five-year agreement with\nSAWA in amount not-to-exceed $250,000 to provide oversight of work crews that work in\nenvironmentally sensitive habitats; find exception to competitive bidding procedures under\nCHMC Section 3.18.050.G applies because California Conservation Corps (CCC) is a\ngovernmental entity that is cost-effective and provides young participants with valuable skills\nand experience; and authorize execution of one-year agreement with CCC in amount not-to-\nexceed $100,000 for on-call services for removal of biomass and fire mitigation activities in\nenvironmentally sensitive areas and find action exempt from review under California\nEnvironmental Quality Act
