9. Seventh Amendment to the FY2019-20 and Third Amendment to the FY2021-22 One\nYear Action Plans\nRECOMMENDATION:\nThat the City Council:\n1. Opens the public hearing and accepts testimony for the proposed Seventh\nAmendment to the FY2019-20 and Third Amendment to the FY2021-22\nOne-Year Action Plans;\n2. Closes the Public Hearing; and\n3. Adopts the next Resolution, in order, amending the FY 2019-20 and FY 2021-22\nOne Year Action Plans to:\na. Approve and re-allocate $178,000 in available CDBG-CV funds, including\n$165,500 to Home Start and $12,500 to Mama's Kitchen, to carry out\nCOVID-19 related public service programs;\nb. Adopt the HOME Investment Partnerships Act American Rescue Plan\n(HOME-ARP) Allocation Plan; and\nc. Approve, appropriate and adopt $2,079,808.40 in HOME-ARP funding; and\n4. Make the necessary changes to the One Year Action Plans, authorize the City\nManager or designee to execute the funding agreements and any other\ndocumentation required and submit all required documentation to the U.S.\nDepartment of Housing and Urban Development (HUD).\nADMINISTRATIVE REPORTS:\nADMINISTRATIVE REPORTS:
