c. RESOLUTION APPROVING A LIST OF PROJECTS FUNDED BY SENATE\nBILL 1 - THE ROAD REPAIR AND ACCOUNTABILITY ACT FOR FISCAL\nYEAR 2025-26\nSummary:\nThe Road Repair and Accountability Act of 2017 (SB 1) is a landmark\ntransportation investment to rebuild California by fixing roads, freeways, and\nbridges in communities throughout California. SB 1 funds transportation\nprojects through excise and sales taxes on gasoline and diesel fuel, and vehicle\nregistration taxes. Since November 1, 2017, the State Controller has deposited\nthese funds into the Road Maintenance and Rehabilitation Account (RMRA).\nThe RMRA funds are distributed annually to cities and counties based on\npopulation for road maintenance, rehabilitation, and safety projects. For Fiscal\nYear (FY) 2025-26, the City is estimated to receive $308,518 from RMRA.\nThe City Council will consider adopting a resolution to incorporate a list of\nprojects funded by SB 1 for FY 2025-26. SB 1 emphasizes accountability and\ntransparency, requiring cities to report performance goals and proposed projects\nto the California Transportation Commission to qualify for future funding. The\nprogram allows cities to roll over unused funds for future street rehabilitation and\nmaintenance projects. The City's proposed and past projects funded by SB 1\nare listed according to these guidelines.\nStrategic Plan Goal(s):\nGoal No. 1: Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nGoal No. 4: Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system, and recreational spaces.\nRecommendation:\nAdopt a resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, APPROVING THE LIST OF PROJECTS FOR FISCAL YEAR\n2025-26 TO BE FUNDED BY SB 1 - THE ROAD REPAIR AND\nACCOUNTABILITY ACT
