D. 2022 General Plan and Housing Element Annual Progress Reports\nCalifornia Government Code § 65400 requires the filing of both the General Plan and\nHousing Element Annual Progress Reports ( APRs) by April 1" of each year, for the\nprior calendar year, with the State Office of Planning and Research ( OPR) and the\nDepartment of Housing and Community Development ( HCD). State law also\nrequires that the APRs be presented at apublic meeting before the City Council where\nmembers of the public are given an opportunity to comment on the City' s progress.\nThe General Plan Annual Progress Report summarizes the status of the City' s\nGeneral Plan and progress in its implementation. The Housing Element Annual\nProgress Report summarizes low- to above moderate -income residential building\nactivity; Regional Housing Needs Allocation ( RHNA) progress; and progress of the\nhousing program implementation for the 2022 calendar year. The Housing Element\nAnnual Progress Report was prepared on forms provided by HCD, using definitions\nadopted by HCD.\nRecommendation: That the City Council take the following actions\n1. Receive and file the 2022 APRs; and\n2. Direct the Community Development Department to transmit the\n2022 General Plan and Housing Element Annual Progress Reports to the\nGovernor' s Office of Planning and Research and California Department of\nHousing and Community Development.
