4C. Approve Agreements with HOPE Center of Orange County and Project Youth OC and\nApprove the Appropriation of National Opioid Settlement Funds for FY 2024–25 and FY\n2025–27\n— 1. Authorize the City Manager to execute an Agreement between the HOPE Center and the\nCities of Brea, Buena Park, Fullerton, and Placentia for the hiring of a Street Outreach Case\nManager specializing in Medication-Assisted Treatment for a three-year term using the\nrespective cities’ National Opioid Settlement (NOS) Funds;\n— 2. Authorize the City Manager to execute an Agreement with Project Youth OC for the\nexpansion of their ShortStop and Stop Short of Addiction Program in the City of Brea for a\nthree-year term using the NOS Funds;\n— 3. Approve the appropriation of NOS Funds for the current Fiscal Year 2024-25 budget to\nbegin purchasing supplies for opioid use prevention efforts; and\n— 4. Approve the appropriation of NOS Funds for Fiscal Year 2025-27 budget. There is no fiscal\nimpact to the General Fund.
