21. Review and provide policy direction regarding allocation of Community Development Block\nGrant (CDBG) funds to public service projects; award Program Year 2023-24 CDBG\nfunding for public service projects; and authorize staff to decrease 2023-24 grant awards for\npublic service projects proportionately, with no grant award decreasing to lower than\n$5,000 if final allocation released by Department of Housing and Urban Development is\nlower than estimated amount and will impact maximum allowable allocation to public service\nfunds
