3-B. CONSIDERATION AND POSSIBLE ACTION TO ADOPT A RESOLUTION SUSPENDING\nCOLLECTION OF BUSINESS LICENSE TAXES FOR THE FIRST YEAR OF A NEW\nBUSINESS AND ESTABLISHING AN IN-LIEU BUSINESS LICENSE TAX FOR VENDORS\nPARTICIPATING IN A CITY HOSTED EVENT\nIt is recommended that the City Council consider:\n(1) Adopting a Resolution suspending business license taxes for the first year a new business\nopens in the City grossing $500,000, or less;\n(2) Adopting a Resolution establishing an in-lieu business license tax for vendors participating\nin a City hosted event to $25 annually; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe Resolution is exempt from additional review under the California Environmental Quality Act\n(Public Resources Code §§ 21000, et seq., "CEQA") and CEQA Guidelines (14 California Code\nof Regulations §§ 15000, et seq.) because it does not involve any commitment to a specific\nproject which could result in a potentially significant physical impact on the environment and\nconstitutes an administrative activity that will not result in direct or indirect physical changes in\nthe environment. Accordingly, the Resolution does not constitute a "project" that requires\nenvironmental review (see specifically CEQA Guidelines § 15378(b) (2, 5).
