7. AWARD OF DOWNEY AVENUE AND ROSECRANS AVENUE MEDIAN\nCONTRACT ENHANCEMENT PROJECT (CITY PROJECT NO. 9435B) –\nAPPROVAL OF PLANS AND SPECIFICATIONS, AWARD OF\nCONTRACT, AND FINDING THE PROJECT EXEMPT FROM THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT PURSUANT TO\nTHE CLASS 1 CATEGORICAL EXEMPTION\nRecommended Action: 1) Appropriate $500,000 in Measure R\nfunds and $232,350 in Measure M funds, for a total of $732,350, to\nCity Project No. 9435; 2) Approve the plans and specifications as\ndetailed in the bid documents, with respect to design criteria; 3) Find\nthe project exempt from CEQA; and 4) Award the contract for the\nDowney Avenue and Rosecrans Avenue Median Enhancements\nproject to Marina Landscape, Inc., Orange, California, in the amount\nof $1,570,309.50, and authorize the Mayor or her designee to\nexecute the agreement.
