Item 55: Seventh Amendment to Cooperative Agreement Contract Between the City of San\nDiego and Herc Rentals, Inc. for Equipment Rental and Related Products and\nServices.\nTotal Estimated Cost of Proposed Action and Funding Source:\nExpenditure of the funds is contingent upon the adoption of the Annual Appropriation\nOrdinance for the applicable fiscal year and sufficient funding being available in each\nparticipating department’s budget each fiscal year. This contract is as needed; funds and\navailable budget will be encumbered through the purchase requisition process.\nCouncil District(s) Affected: Citywide.\nProposed Actions:\nAdopt the following Ordinance which was introduced on 3/11/2025, Item S503 (Council\nvoted 9-0):\n(O-2025-97)\nOrdinance authorizing the Mayor, or designee, to execute, for and on behalf of the City, a\nSeventh Amendment to the As-Needed Citywide Cooperative Procurement Contract with\nHerc Rentals, Inc., to increase the not to exceed amount for the rental of various light to\nheavy equipment from $32,325,000 to $41,325,000, and otherwise modify the Contract\npursuant to the terms and conditions set forth in the Seventh Amendment to the Contract.\n6 votes required pursuant to Charter Section 99.\nCommittee Actions Taken:\nThis item was heard at the Budget and Government Efficiency Committee meeting on\nMarch 5, 2025.\nACTION: Motion by Committee Member Elo-Rivera, second by Council President Pro\nTem Lee, to request staff work with IBA and potentially impacted REOs to develop a\nfinancial and operational cost-benefit analysis comparing leasing versus purchasing of\nlight-to-heavy duty vehicles and equipment, and offer a presentation of that analysis to\nBudget and Government Efficiency Committee by December 2025.\nVOTE: 4-0; Foster III-yea, Lee-yea, Moreno-yea, Elo-Rivera-Yea.\nPurchasing & Contracting: Claudia C.
