8D. Approve Plans and Authorize Advertisement of the Highway Safety\nImprovement Program (HSIP) Cycle 11 Citywide Pedestrian Crossing\nUpgrades Project (CS23G). Environmental Considerations: The proposed\nproject is exempt from the California Environmental Quality Act (CEQA)\npursuant to Section 15301(c) of the CEQA Guidelines. This section exempts\nprojects characterized as minor alterations to public facilities, involving\nnegligible or no expansion of the existing use. Maintenance, striping, and\nrepair are proposed on an existing public street and does not create additional\nautomobile lanes.
