Award of Contract to CT&T Concrete Paving, Inc. for Community Development\nBlock Grant Fiscal Year 2024-2025 Americans with Disabilities Act Wheelchair\nRamp Replacement; Bid No. 24-25.15 (SP-4295).\n1. Authorize the Amendment to the Memorandum of Understanding between the City\nof Orange and the Public Works Department to increase the 2024-2025 Americans\nwith Disabilities Act Wheelchair Access Ramp Project by $10,000, for a total\nnot-to-exceed amount of $110,000; and authorize the City Manager or his designee\nto execute the amendment on behalf of the City.\n2. Authorize the Amendment to the 2024-2025 Annual Action Plan to increase the\nallocation to the 2024-2025 Americans with Disabilities Act Wheelchair Access\nRamp Project by $10,000 for a total allocation of $110,000 and submit the\nAmendment to the Department of Housing and Urban Development (HUD).\n3. Authorize the following budget transfer in Community Development Block Grant\n(310):\nFrom: 310.9645.56582.30243 Pixley & Walnut St Rehab Grant $10,000\nTo: 310.9645.56330.11328 ADA Improvements - Curbs $10,000\n4. Reject the bids received from the apparent low bidder, CJ Concrete Construction,\nInc., and the next two lowest bidders, SAVI Construction, Inc. and Gentry General\nEngineering, Inc., on the basis that the bids were not responsive.\n5. Waive minor bidding irregularity in the bid proposal received by CT&T Concrete\nPaving, Inc.\n6. Approve the contract with CT&T Concrete Paving, Inc. in the amount of $93,456,\nrepresenting an original bid amount of $84,960, plus a 10% contingency of $8,496,\nfor Community Development Block Grant Fiscal Year 2024-2025 Americans With\nDisabilities Act Wheelchair Ramp Replacement; and authorize the Mayor and City\nClerk to execute on behalf of the City.
