8. APPROVE THE ISSUANCE AND SALE OF THE LIBRARY GENERAL OBLIGATION BONDS (Finance Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Adopt a resolution authorizing and directing the issuance and sale of not-to-exceed $195,000,000 aggregate principal amount of its General\nObligation (GO) Bonds (Central Library Project) Series 2025,\ndeclaring its official intent to reimburse and approving other related actions in connections therewith; and\n(2) Find that the proposed action is not a project subject to the California Environmental Quality Act (CEQA) as defined in Section 21065 of CEQA\nand Section 15378 of the State CEQA Guidelines and, as such,\nno environmental document pursuant to CEQA is required for the project.\nSTAFF REPORT\nATTACHMENT A\nATTACHMENT B (RESOLUTION)\nATTACHMENT C\nATTACHMENT D\nATTACHMENT E\nATTACHMENT F
