A. Introduction and First Reading of Ordinance Updating Public Nuisance Abatement and Administrative\nCitation Codes\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3)\n(Common Sense Exemption) of the California Environmental Quality Act (CEQA)\nGuidelines; and\n2. Introduce for first reading an Ordinance amending the text of the Santa Monica Municipal\nCode by amending Chapter 13.06, Abatement of Nuisances, to add new classes of\nviolations which may be deemed public nuisances, and amend Chapter 1.09.\nAdministrative Citations, adding a new definition of responsible party, making clear the\nrequirements for certain steps to be taken to align with Government Code 53069.4,\ndefining required service procedures for administrative citations, and providing new\nincentives for violators to bring correctable violations into compliance.\na.
