10. MEMORANDA OF UNDERSTANDING WITH THE TUSTIN POLICE\nOFFICERS ASSOCIATION – POLICE OFFICER REPRESENTATION\nUNIT AND THE TUSTIN POLICE OFFICERS ASSOCIATION – POLICE\nMANAGEMENT REPRESENTATION UNIT Adoption of the attached\nResolutions and Memoranda of Understanding will authorize terms and\nconditions of employment for employees in classifications represented by\n the Tustin Police Officers Association – Police Officer Representation Unit\n(TPOA) and the Tustin Police Officers Association – Police Management\nRepresentation Unit (TPMA) in accordance with City Council direction.\nRecommendation: Adopt Resolutions No. 25-29 and No. 25-30 to amend\nthe City’s Classification and Compensation Plans, approve a\nMemorandum of Understanding with TPOA for the period July 1, 2025\nthrough June 30, 2028, and approve a Memorandum of Understanding\nwith TPMA for the period July 1, 2025 through June 30, 2028.\nRESOLUTION NO. 25-29 A RESOLUTION OF THE CITY COUNCIL OF\nTHE CITY OF TUSTIN, CALIFORNIA, AMENDING THE\nCLASSIFICATION AND COMPENSATION PLANS FOR THE CITY OF\nTUSTIN AND APPROVING THE MEMORANDUM OF UNDERSTANDING\nBETWEEN THE CITY OF TUSTIN AND THE TUSTIN POLICE\nOFFICERS ASSOCIATION – POLICE OFFICER REPRESENTATION\nUNIT, CONCERNING WAGES, HOURS, AND TERMS AND\nCONDITIONS OF EMPLOYMENT RESOLUTION NO. 25-30 A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,\nCALIFORNIA, AMENDING THE CLASSIFICATION AND\nCOMPENSATION PLANS FOR THE CITY OF TUSTIN AND APPROVING\nTHE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF\nTUSTIN AND THE TUSTIN POLICE OFFICERS ASSOCIATION –\nPOLICE MANAGEMENT REPRESENTATION UNIT, CONCERNING\nWAGES, HOURS, AND TERMS AND CONDITIONS OF EMPLOYMENT\nFiscal Impact: The provisions of these agreements are estimated to result\nin an additional cost of approximately $2,580,504 in Fiscal Year 2025-26,\n$3,875,052 in Fiscal Year 2026-27, and $5,125,383 in Fiscal Year 2027-28\nand beyond. These additional expenditures will be included in the\nupcoming Fiscal Year 2025-2027 biennial budget that will be presented to\nthe City Council in May 2025 for a budget workshop and in June 2025 for\nbudget adoption.
