Environmental Considerations:\nThe action being considered by the City Council is exempt from the California\nEnvironmental Quality Act (CEQA) because it is not a "project" under Section\n15378(b)(5) of CEQA Guidelines. The action involves an organizational or\nadministrative activity of government that will not result in the direct or indirect\nphysical change in the environment. Contact Person: Management Analyst\nSchubert\nRecommended Action: 1) Adopt Resolution No. 2025-32, titled "A Resolution\nof the City Council of the City of Encinitas, California, Approving the\nCommunity Development Block Grant Fiscal Year (FY) 2025-29 Consolidated\nPlan, FY 2025-26 Annual Action Plan, Amendment to the Citizen and\nCommunity Participation Plan, and Authorizing Submission of the FY 2025-29\nConsolidated Plan, FY 2025-26 Annual Action Plan, and Applicable\nCertifications to the United States Department of Housing and Urban\nDevelopment (HUD); 2) Authorize the City Manager, or designee, to transmit\nthe FY 2025-29 Consolidated Plan and FY 2025-26 Annual Action Plan and\nexecute required certifications to the U.S. Department of Housing and Urban\nDevelopment (HUD); and 3) Authorize the City Manager, or designee, to\nexecute all funding agreements and documents consistent with the FY 2025-\n26 Annual Action Plan.\n 2025-04-16 Item 10A CDBG Con Plan, AAP & CCPP
