3-N. CITYWIDE SOLAR PANELS, BATTERY STORAGE AND EV CHARGING STATIONS\nSTRATEGY\nIt is recommended that the City Council consider:\n(1) Approving the proposed strategy for the development of citywide solar panel installation,\nbattery storage systems and electric vehicles (EV) charging stations at various facilities;\n(2) Authorizing the Director of Public Works (“Director”) to negotiate a Project Development\nAgreement, in a form approved by the City Attorney, with a consultant; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the proposed action pursuant to the California\nEnvironmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the\nregulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA\nGuidelines”). The proposed activity contemplates installation, maintenance, repair, and operation\nof solar panels, battery storage systems and EV charging stations at various facilities. The\nrecommended action is not a project and therefore does not require environmental review at this\ntime.
