9. Introduction of an Ordinance to Accept California Coastal Commission\n(CCC) Modifications to Ordinance No. 1002 Adopted by the City Council on\nDecember 18, 2023, to Amend Del Mar Municipal Code (DMMC) Chapters\n30.91 (Accessory Dwelling Unit Regulations) and 30.75 (Coastal\nDevelopment Permits) in the Local Coastal Program for Consistency with\nthe March 13, 2025, CCC Conditional Certification Decision\nRecommended Action: Staff recommends the City Council take the following\nactions:\n1) Confirm staff’s determination that this action is exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to various statutory and categorical\nexemptions in the CEQA Guidelines and prior environmental analysis in the 6th\nCycle Housing Element Program Environmental Impact Report as further\ndescribed in the Environmental Impact statement in the Agenda Report below;\nand 2) Introduce an Ordinance (Attachment A) to accept changes required by the\nCCC as a condition of final certification of the Local Coastal Program Amendment\n(LCPA), which amends the Accessory Dwelling Unit (ADU) regulations in DMMC\nChapter 30.91 and Coastal Development Permit regulations in DMMC Chapter\n30.75.\nReference: Clerk’s File No. 303-1, 401-4, 401-9
