c. ADOPT A RESOLUTION APPROVING A PURCHASE AND SALE\nAGREEMENT BETWEEN THE CITY OF SIGNAL HILL AND LORI HEFLER\nFOR THE PROPERTIES LOCATED AT 1975 EAST 21ST STREET AND 2107\nCHERRY AVENUE AND AUTHORIZING THE CITY MANAGER TO EXECUTE\nALL TRANSACTIONAL DOCUMENTS REQUIRED TO COMPLETE THE\nAGREEMENT; AND APPROPRIATE $1,475,000 FROM THE LAND AND\nBUILDING RESERVE FUNDS\nSummary:\nThe City Council will consider approving the purchase of property adjacent to\nSignal Hill Park, consistent with the Civic Center Master Plan. In 2024, the\nDickerson Company listed the properties located at 1975 East 21St Street, APN\n7215-013-012, and 2107 Cherry Avenue, APN 7215-012-002, for sale on behalf\nof the owner Lori J. Helfer. The property owner listed the combined properties\nfor $1,550,000, which consists of approximately 7,800 square feet adjacent to\nSignal Hill Park.\nConsistent with the City’s long-term plan for acquiring housing units on the block\nof 21st Street adjacent to Signal Hill Park, the City has been negotiating with the\nowner to purchase the properties. BBK prepared a draft purchase and sale\nagreement (“Agreement”) for the City Council’s review. This action is consistent\nwith the Civic Center Master Plan, which outlines a vision for expanded public\nopen space.\nStrategic Plan Goal(s):\nGoal No. 3 Economic Development: Improve the local economy, support local\nbusinesses, and create a vibrant downtown core.\nGoal No. 4 Infrastructure: Maintain and Improve the City’s physical\ninfrastructure, waste system, and recreational spaces.\nRecommendation:\n1. Adopt a resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL\nHILL, CALIFORNIA, APPROVING A PURCHASE AND SALE\nAGREEMENT BETWEEN THE CITY OF SIGNAL HILL AND LORI\nHEFLER FOR THE PROPERTIES LOCATED AT 1975 EAST 21ST\nSTREET AND 2107 CHERRY AVENUE AND AUTHORIZING THE CITY\nMANAGER TO EXECUTE ALL TRANSACTIONAL DOCUMENTS\nREQUIRED TO COMPLETE THE AGREEMENT.\n2. Find that approval of the Purchase and Sale Agreement is not subject to\nthe requirements of California Environmental Quality Act (“CEQA”), as it\nis not a “project” within the meaning of Section 15378 of Title 14 of the\nCalifornia Code of Regulations (“State CEQA Guidelines”) because it has\nno potential for resulting in direct or indirect physical change in the\nenvironment. This action is also exempt under Section 15061(b)(3)\nbecause it can be seen with certainty that there is no possibility that the\nactivity in question will have a significant effect on the environment.\n3. Authorize the City Manager to execute the Agreement for Purchase and\nSale and Joint Escrow Instructions, and all related instruments, for the\nCity’s acquisition of 1965/75 East 21st Street and 2107 Cherry Avenue in\nthe City of Signal Hill.\n4. Adopt a resolution to approve a budget adjustment appropriating\n$1,475,000 from Fund 111 Land & Building Reserve to cover the cost of\nthe acquisition; approve a budget adjustment appropriating $1,475,000\ntransfer from Fund 111 to Fund 400 Capital Project for the purchase\nprice; and approve a budget adjustment appropriating $1,475,000 from\nCapital Outlay for the purchase price, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL\nHILL, CALIFORNIA, AMENDING THE ADOPTED BUDGET AND\nAUTHORIZING BUDGET APPROPRIATIONS FOR FISCAL YEAR\n2024-25.
