13. Public Hearing to Consider Adoption of the Draft Citizen Participation Plan (CPP), 2025-2029\nConsolidated Plan, and 2025-2026 Annual Action Plan for the Community Development Block Grant\n(CDBG) and Home Investment Partnerships (HOME) Programs.\nRECOMMENDED MOTION:\nThe staff advises that the City Council:\n1. Conduct a public hearing to receive comments regarding the draft Citizen Participation Plan\n(CPP), 2025-2029 Consolidated Plan, and 2025-2026 Annual Action Plan.\n2. Consider and adopt the Citizen Participation Plan (CPP), 2025-2029 Consolidated Plan,\nand 2025-2026 Annual Action Plan and authorize the City Manager, or designee, to submit the\nadopted plans to the U.S. Department of Housing and Urban Development (HUD)\n3. Provide direction to City staff regarding the methodology for adjusting CDBG and HOME\nbudgets in the event that the City's actual 2025-2026 allocation amounts from HUD differ from\ncurrent estimates.\n4. Authorize the City Manager, or designee, to execute all necessary grant agreements,\ncertifications, and related documents required by HUD for the administration of the CDBG and\nHOME programs for the 2025-2026 program year.\n5. Authorize the City Manager, or designee, to execute contracts with subrecipients,\ncontractors, and professional service providers necessary to implement the CDBG and HOME-\nfunded activities identified in the 2025-2026 Annual Action Plan.\n6. Authorize the appropriation of the 2025-2026 CDBG and HOME program funds, consistent\nwith the approved Annual Action Plan.
