C. Award Bid to Carbon Activated Corporation to Provide Granular Activated Carbon (GAC) Media for\nthe Water Resources Division\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of categorical exemption pursuant to Section 15301 of the California\nEnvironmental Quality Act (CEQA) Guidelines;\n2. Award Bid #4497 to Carbon Activated Corporation to provide Granular Activated Carbon\n(GAC) media along with haul-away and reactivation services for spent media for the\nPublic Works Department; and\n3. Authorize the City Manager to negotiate and execute an agreement with Carbon\nActivated Corporation in an amount not to exceed $3,000,000 over a five-year period,\nwith future year funding contingent on Council budget approval.\na.
