11.6 Second Reading of Ordinance No. 954 to amend BGMC Title 9\n(Zoning and Planning Regulations) to regulate Accessory\nDwelling Units -\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil waive full reading and adopt Ordinance No. 954, by title only,\namending Bell Gardens Municipal Code (“BGMC”) Section 9.20.036\n(Accessory Dwelling Units) of Chapter 9.20 (Special Uses and\nApplicable Standards) of Title 9 (Zoning and Planning) regulating\naccessory dwelling units.\nCONCLUSION: If approved, Ordinance No. 954 would become\neffective thirty (30) calendar days after approval. The adoption of\nOrdinance No. 954 is critical to comply with recently adopted state\nlaw promoting the construction of ADUs in areas zoned for residential\nand mixed-uses. ADUs play a crucial role in addressing the state’s\nhousing crisis by providing flexible housing options within existing\nresidential areas. Following state guidelines is necessary to ensure\nthat local ADU regulations align with state goals to promote housing\ndevelopment, streamline the approval process, and support more\nhousing options. Complying with state law and guidelines and\npolicies focused at reducing barriers to housing development helps\nmaintain consistency and facilitates construction of units in areas\nwhere they are needed.\nFISCAL IMPACT: None.\nATTACHMENTS:\nExhibit 1 – Ordinance No. 954
