4.2. Establish Speed Zones Citywide\nRECOMMENDATION:\nStaff recommends that the City Council take the following actions:\n1. Determine that Ordinance No. 25-03 is statutorily exempt from California\nEnvironmental Quality Act (CEQA) pursuant to Section 15060(c)(2) and Section\n15060(c)(3) of the State CEQA Guidelines, because the Ordinance will not result\nin a direct or reasonably foreseeable indirect physical change in the environment\nand is not a “project,” as that term is defined in Section 15378 of the State CEQA\nGuidelines; and\n2. Introduce Ordinance No. 25-03 into the San Jacinto Municipal Code, declaring\nspeed limits on certain City streets:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN\nJACINTO, CALIFORNIA ADDING CHAPTER 10.32 TO TITLE 10 OF\nTHE SAN JACINTO MUNICIPAL CODE RELATING TO MAXIMUM\nSPEED LIMITS ON SPECIFIED STREETS\nDepartment: Engineering
