8F. Public Works – Approve Plans and Specifications, Appropriate Funds, Award Public Works\nAgreement, and Award Consulting Services Agreements for the Beach Cities Green Streets Project,\nS-194. Expenditure: $8,442,166.00 (Non-General Fund).\nRecommendation of the Public Works Director that City Council:\n1. Approve the plans and specifications for the Beach Cities Green Streets Project, S-194 (B2025-04);\nand\n2. Appropriate an additional $33,149.98 of Measure W funds from Measure W – Interest Earnings to\nthe Beach Cities Green Streets Project, S-194; and\n3. Appropriate $328,285.56 in local matching contributions from Hermosa Beach, $289,808.77 in local\nmatching contributions from Manhattan Beach, and $404,274.69 in local matching contributions\nfrom Redondo Beach to the Beach Cities Green Streets Project, S-194; and\n4. Award a public works agreement to PALP, Inc. dba Excel Paving Co. of Long Beach, CA\n(B2025-04) in the amount of $7,738,584.00 and authorize a 5% contingency in the amount of\n$386,929.00 for construction of the Beach Cities Green Streets Project, S-194 for a two-year period\nbeginning May 6, 2025, and ending May 5, 2027; and\n5. Award a consulting services agreement to Z & K Consultants, Inc. of Riverside, CA (B2025-09), for\nan amount not-to-exceed $249,528.00, to perform construction inspection services for Beach Cities\nGreen Streets Project, S-194 for a two-year period beginning May 6, 2025, and ending\nMay 5, 2027; and\n6. Award a consulting services agreement to RMA Group, Inc. of Carson, CA (2025-0304), for an\namount not-to-exceed $67,125.00, to perform materials testing services for Beach Cities Green\nStreets Project, S-194 for a two-year period beginning May 6, 2025, and ending May 5, 2027.
