27. Maintenance, Repair, Remodeling, and Refurbishment of County\nInfrastructure and Facilities Job Order Contracts\nRecommendation: Adopt The SimpleBid Book Job Order Contracting Unit Price\nCatalog prepared by Cannon/Parkin, Inc., dated March 2025, and the Job\nOrder Contract (JOC) Construction Task Catalog and Specifications prepared\nby The Gordian Group, Inc., dated March 2025; advertise for bids to be\nreceived by 3:00 p.m. on June 2, 2025, and the Internal Services Department\n(ISD) to publicly open bids on June 3, 2025 using Cannon/Parkin, Inc.'s\nSimpleBid Job Order Contract System, for eight separate JOCs: JOC207,\nJOC209, GEJOC207, HVACJOC35, HVACJOC37, ROOFJOC23,\nROOFJOC24, and FIREJOC2; and for ISD to publicly open bids on June 3,\n2025, using The Gordian Group, Inc.’s JOC System for nine separate JOCs:\nJOC205, JOC206, JOC208, GEJOC206, HVACJOC34, HVACJOC36,\nROOFJOC21, ROOFJOC22 and FIREJOC1; find that the adoption of the two\nJOC unit price books from Cannon/Parkin, Inc., dated March 2025, and The\nGordian Group, Inc., dated March 2025, approval for advertisement for bids,\nthe proposed award of 17 JOCs, and related recommended actions, are not a\nproject under the California Environmental Quality Act (CEQA), and that\nissuance of work orders for projects that have previously been determined to be\nexempt from CEQA are within the scope of the previous exemption findings\nunder CEQA; and authorize the Director of Internal Services to take the\nfollowing actions: (Internal Services Department) ADOPT\nFor each of the 17 JOCs, determine that a bid is nonresponsive and\nreject a bid on that basis, award to the next lowest responsive and\nresponsible bidder, and waive inconsequential and non-material\ndeficiencies in bids submitted, in accordance with the bid specifications;\nAward and execute seven general and 10 specialty JOC agreements,\nwhich consist of: four heating, ventilating, and air conditioning, four\nroofing, two fire protection, and establish the effective date following\nreceipt of approved Faithful Performance and Payment for Labor and\nMaterials Bonds and evidence of the required insurance by the\ncontractors, with agreements JOC205, JOC206, JOC207, GEJOC206,\nGEJOC207, HVACJOC34, HVACJOC35, HVACJOC36, HVACJOC37,\nROOFJOC21, ROOFJOC23, FIREJOC1, and FIREJOC2, each for an\namount not to exceed $5,700,000, and agreements JOC208, JOC209,\nROOFJOC22, and ROOFJOC24 each for an amount not to exceed\n$3,000,000, and with the aggregate amount not to exceed $86,100,000\nfor all 17 JOCs; and\nIssue work orders for projects that are not subject to the State Public\nContract Code, including maintenance work, as applicable, in an amount\nnot to exceed $330,000 per work order, subject to the limitation that the\naggregate amount of all work orders issued under a particular JOC does\nnot exceed the $5,700,000 contract amount of the JOC for agreements\nJOC205, JOC206, JOC207, GEJOC206, GEJOC207, HVACJOC34,\nHVACJOC35, HVACJOC36, HVACJOC37, ROOFJOC21, ROOFJOC23,\nFIREJOC1, and FIREJOC2, and $3,000,000 for agreements JOC208,\nJOC209, ROOFJOC22, and ROOFJOC24, and for all work orders in\nexcess of $150,000 on projects that are not subject to the State Public\nContract Code, the Board will be notified, one week in advance, with a\nBoard memo.
