21. Ensuring Transparency and Accountability of Care First Funding\nRecommendation as submitted by Supervisor Mitchell: Instruct the Director of\nJustice, Care and Opportunities, in coordination with the Chief Executive\nOfficer and all relevant County Department Heads, to report back to the Board\nin writing in seven days with a list, including current balances, encumbrance\nbalances, and commitment balances, of all unspent Care First Community\nInvestment (CFCI) funding allocated to County Departments as of April 30\n2025, with the report to also be provided to the CFCI Advisory Body; report\nback to the Board, in writing and orally, in 30 days, and quarterly thereafter,\nwith a comprehensive accounting of all CFCI funding allocated to the\nDepartments, and the Third Party Administrator (TPA), and the status of the use\nof the funds, with these reports to also be submitted to the CFCI Advisory Body;\nand instruct the Director of Justice, Care and Opportunities to take the following\nactions:\nIn coordination with the Chief Executive Officer, and all relevant County\nDepartment Heads, to standardize the data collection, reporting, and term\nrequirements for both County and TPA administered projects including,\nbut not limited to, requiring projects administered through County\nDepartments awarded CFCI funding to provide budgets and spending\nplans for their proposed program, project, or service, requiring County\nprograms and projects funds awarded by CFCI to be spent within 36\nmonths of the funding allocation date, and requiring County Departments\nto collect and report services and outcome data quarterly to the Justice,\nCare and Opportunities Department, as well as submit quarterly reports\nto the CFCI Advisory Body; and\nIn coordination with the Chief Executive Officer and the Chief Information\nOfficer, develop a publicly facing dashboard within 120 days, updated\nquarterly, that details the amount of CFCI money allocated annually to the\ngrantees, both Department and community organizations, the progress\ntoward expending granted funds, the outcomes of each program and\nother relevant metrics; and\nDirect the Chief Executive Officer that any future recommendations for\nredistributing unspent and unencumbered CFCI funds from County\nDepartments must first prioritize the extension of current CFCI funded contracts\nfor existing programs and projects whose agreements are nearing their\nconclusion, have demonstrated effectiveness, and can enhance community\nimpact with continued or increased resources, where these extensions and any\nrecommendations for reallocation must be consistent with the CFCI Advisory\nCommittee's prior recommendations for direct community investment, and\nalternatives to incarceration, and if additional recommendations by the CFCI\nAdvisory Committee are made by July 31, 2025, those recommendations\nshould be prioritized as part of the County’s Supplemental Budget process.\n(25-2177)\nMotion by Supervisor Mitchell (Updates Following Cluster)
