40. South Street Traffic Signal Synchronization Program Agreement\nRecommendation: Adopt a resolution finding that the modification and\nsynchronization of traffic signals in the Cities of Cerritos, Lakewood, and Long\nBeach (Cities) (4), is of general County interest and that County aid in the form\nof Highways-Through-Cities funds in the amount of $1,629,300 shall be\nprovided to the Cities to be expended in accordance with all applicable\nprovisions of law relating to funds derived from the Proposition C Discretionary\nGrant Fund and Proposition C Local Return Fund; approve the South Street\nTraffic Signal Synchronization Program - Atlantic Avenue to Studebaker Road\nProject (Project) and adopt the plans and specifications for the Project at an\nestimated construction contract amount between $850,000 and $1,275,000;\nadvertise for bids to be received before 11:00 a.m. on June 10, 2025, in\naccordance with the Notice of Inviting Bids; find pursuant to State Public\nContract Code Section 3400 (c) (2) that it is necessary to specify the\ndesignated items by specific brand name in order to match other products in\nuse on a particular public improvement either completed or in the course of\ncompletion; find that the proposed Project is exempt from the California\nEnvironmental Quality Act; and authorize the Director of Public Works to take\nthe following actions: (Department of Public Works) ADOPT 4-VOTES\nExecute a Funding Cooperative Agreement between the County and the\nCity of Long Beach to allow the City to contribute its share of funding to\nthe Project, with a total Project amount currently estimated to be\n$2,256,500 with the City of Long Beach's share estimated to be\n$2,209,700; the City of Cerritos’ share estimated to be $7,200; and the\nCity of Lakewood’s share estimated to be $39,600, and the Director may\nexecute amendments to incorporate necessary programmatic and\nadministrative changes;\nDetermine whether the bid of the apparent responsible contractor with\nthe lowest apparent responsive bid is, in fact, responsive and, if not\nresponsive, determine which apparent responsible contractor submitted\nthe lowest responsive bid;\nAward and execute a construction contract for the Project to the\nresponsible contractor with the lowest responsive bid within or less than\nthe estimated cost range or that exceeds the estimated cost range by no\nmore than 15%, if additional and appropriate funds have been identified;\nand\nExtend the date and time for the receipt of bids, allow substitution of\nsubcontractors and relief of bidders, approve and execute change orders\nwithin the same monetary limits delegated to the Director, accept the\nProject upon its final completion, and release retention money withheld.\n(25-2286)
