39. Job Order Contract System and Related Consulting Service Agreements\nRecommendation: Award and authorize the Director of Public Works to execute\na consultant service agreement with The Gordian Group, Inc., and a consultant\nservice agreement with Facility Optimization Solutions, LLC, to provide a Job\nOrder Contract (JOC) System and related consulting services for an initial\nfive-year term at a fixed rate of 2.1% of the dollar amount of each JOC project\nwork order, following successful completion of Phase 1, with two one-year\nextension options, for a maximum potential agreement term of seven years, if all\nextension options are exercised, the consultant service agreements will be\nsubject to the additional extension provisions, to commence upon execution by\nthe Director of Public Works; find that the recommended actions are not a\nproject pursuant to the California Environmental Quality Act (CEQA); and\nauthorize the Director to take the following actions: (Department of Public\nWorks and Los Angeles County Development Authority) APPROVE\n(NOTE: The Chief Information Officer recommends approval of this item.)\nTerminate the Department of Public Works' current agreements with The\nGordian Group, Inc., and CannonDesign Parkin Inc., upon completion of\nPhase 1;\nTransfer work orders on projects issued under the previous consultant\nagreements with The Gordian Group, Inc., and CannonDesign Parkin\nInc., until project completion;\nExercise the extension options, if in the opinion of the Director, The\nGordian Group, Inc., and Facility Optimization Solutions, LLC, have\nsuccessfully performed during the previous contract periods and the\nservices are still required, approve and execute amendments to\nincorporate necessary changes within the scope of work, and suspend\nand/or terminate the consultant service agreements for convenience, if it\nis in the best interest of the County; and\nAuthorize additional services to extend the agreements' expiration dates\nfor both consultants on the JOC consulting services bench, as\nnecessary, to complete additional services when they are previously\nunforeseen or are optional work under the agreements, related to a\npreviously assigned work order on a given project or assignment, or are\nnecessary for the completion of that given project or assignment, execute\namendments to the agreements to incorporate new Board policies and\nrequirements, and incorporate changes that may be required by law or\ncontract; and\nAlso, acting as the Governing Body of the Los Angeles County Development\nAuthority, award and authorize the Executive Director of the Los Angeles\nCounty Development Authority to execute a consultant service agreement with\nThe Gordian Group, Inc., and a consultant service agreement with Facility\nOptimization Solutions, LLC, to provide a JOC System and related consulting\nservices for an initial five-year term, at a fixed rate of 2.1% of the dollar amount\nof each JOC project work order, following successful completion of Phase 1,\nwith two one-year extension options, for maximum potential agreement term of\nseven years, if all option years are exercised, subject to the additional extension\nprovisions, to commence upon execution by the Executive Director; find that the\nrecommended actions are not a project pursuant to CEQA; and authorize the\nExecutive Director to take the following actions:\nTerminate the Los Angeles County Development Authority's current\nagreements with The Gordian Group, Inc., and CannonDesign Parkin\nInc., upon completion of Phase 1;\nTransfer work orders on projects issued under the previous consultant\nagreements with The Gordian Group, Inc., and CannonDesign Parkin\nInc., until project completion;\nExercise the extension options, if in the opinion of the Executive Director,\nThe Gordian Group, Inc., and Facility Optimization Solutions, LLC, have\nsuccessfully performed during the previous contract periods and the\nservices are still required, approve and execute amendments to\nincorporate necessary changes within the scope of work, and suspend\nand/or terminate the consultant service agreements for convenience if it\nis in the best interest of the Los Angeles County Development Authority;\nand\nAuthorize additional services to extend the agreements' expiration dates\nfor both consultants on the JOC consulting services bench, as\nnecessary, to complete additional services when they are previously\nunforeseen or are optional work under the agreements, related to a\npreviously assigned work order on a given project or assignment, or are\nnecessary for the completion of that given project or assignment, execute\namendments to the agreements to incorporate new Board policies and\nrequirements, and incorporate changes that may be required by law or\ncontract.
