3-H. EMERSON AVENUE SEWER IMPROVEMENTS-PARALLEL RELIEF LINE PROJECT –\nAWARD OF CONTRACT\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute a public works contract, in a form approved by\nthe City Attorney, with GRBCON, Inc., in the amount of $647,141 for the Emerson Parallel\nSewer Line Project;\n(2) Authorizing the Director of Public Works to approve change orders and contingency up to\n$64,714 (10%) of the contract amount, for a total project cost of $711,855; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the proposed Ordinance pursuant to the\nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and\nthe regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA\nGuidelines”). CEQA Guideline § Section 15303 (Class 3: New Construction or Conversion of\nSmall Structures) and Section 15304 (Class 4: Minor Alterations to Land) of the California Code\nof Regulations. These sections cover the installation, repair, or removal of pipelines less than\none mile long in a public right-of-way. The proposed work will occur entirely within the City\nstreet and is less than a mile. Accordingly, no further environmental review is required.
