RESOLUTION DECLARING FINAL ACCEPTANCE OF THE EAST 20TH\nSTREET AND REDONDO AVENUE INTERSECTION IMPROVEMENT\nPROJECT (PROJECT NO. 90.20007) PURSUANT TO THE PUBLIC WORKS\nCONTRACT WITH INTERNATIONAL LINE BUILDERS, INCORPORATED\nSummary:\nOn March 28, 2023, the City Council awarded a contract to International Line\nBuilders, Incorporated (ILB Electric) and established a Memorandum of\nUnderstanding between the City of Signal Hill and the City of Long Beach to\nallow the City of Signal Hill’s contractor to perform the project within the City of\nLong Beach’s jurisdiction. The purpose of the East 20th Street and Redondo\nAvenue Intersection Improvement Project (Project No. 90.20007) is to enhance\nsafety and improve traffic flow at the intersection of Redondo Avenue and East\n20th Street, a critical gateway to residential communities in Signal Hill, Long\nBeach, and to Browning High School.\nFollowing the 2017 opening of Browning High School in the City of Long Beach,\npedestrian and vehicle traffic increased in the surrounding area, including within\nthe City of Signal Hill. In response, City staff reviewed traffic conditions and\ndetermined that a new traffic signal is warranted to improve vehicle circulation\nand provide safe pedestrian crossings. This project aimed to address these\nneeds by installing a new traffic signal system, vehicle detection loops, improved\nstriping layout, and pedestrian signal and push button systems, ultimately\nensuring safer conditions for both motorists and pedestrians. ILB Electric\nperformed the scope of work in compliance with the project specifications and to\nthe satisfaction of the Public Works Department. Staff recommends the City\nCouncil adopt a Resolution declaring the work performed by ILB Electric as\ncomplete and in conformance with the approved plans and specifications.\nStrategic Plan Goal(s):\nGoal No. 4 Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system, and recreational spaces.\nGoal No. 5 High-Functioning Government: Strengthen internal communication,\nrecruitment, retention, systems, and processes to increase the\neffectiveness and efficiency of City services.\nRecommendation:\nAdopt a Resolution, entitled:\nA RESOLUTION OF THE CITY OF SIGNAL HILL, CALIFORNIA, DECLARING\nWORK TO BE COMPLETED IN CONFORMANCE WITH THE PLANS AND\nSPECIFICATIONS FOR THE EAST 20TH STREET AND REDONDO AVENUE\nINTERSECTION IMPROVEMENT PROJECT IN ACCORDANCE WITH THE\nCONTRACT ENTERED INTO BETWEEN INTERNATIONAL LINE BUILDERS,\nINCORPORATED AND THE CITY OF SIGNAL HILL.
