19. Zoning Code Update\nRECOMMENDATION:\nThat Mayor Wells requests the City Clerk to recite the title.\nAn Ordinance Approving an Amendment to Title 17 of the El Cajon Municipal Code\n(Zoning Code) for Housing, Permit Streamlining, and other Minor Technical Changes,\nRevisions, and Edits.\nCALIFORNIA ENVIRONMENTAL QUALITY ACT:\nThe proposed Zoning Code Amendment is exempt from the provisions of the California\nEnvironmental Quality Act ("CEQA") according to the common sense exemption (State\nCEQA Guidelines, section 15061(b)(3)). The common sense exemption applies where\nit can be seen with certainty that there is no possibility that the activity in question may\nhave a significant effect on the environment. The proposed amendment does not result\nin any development or changes to the physical environment and does not raise this\nproject to a level of significance that warrants CEQA analysis.
