12.3 A Second Reading of an Addendum of a Previously Certified EIR that was Prepared in\nJune 2011 for the El Monte General Plan and Zoning Code Update Final Environmental\nImpact Report (GP EIR). Since then, the City Adopted the Updated 2021-2029 Housing\nElement in February 2022. CEQA Review Required for the Project May Tier from the\nCertified GP EIR Pursuant to CEQA Guidelines Section 15152. The Addendum\nDemonstrates that Through its Analysis that the Proposed Project Would not Result\nin Substantial Changes Requiring Major Revisions to the Previously Certified GP EIR.\nTherefore, no new Mitigation Measures are Required for the Proposed Project;\nConsider and Approve an Ordinance of the City Council of the City of El Monte, County\nof Los Angeles, State of California, Approving Code Amendments to Title 17 (Zoning)\nof the El Monte Municipal Code; Consider and Approve an Amendment to the Zoning\nMap to Replace the Mixed/Multiuse (M/MU) and General Commercial (C-3) Zoning\nDistrict Designations Indicated on the Zoning Map for the Project Area with the New\nUrban Multiuse (U/MU) Zoning District; and Consider and Approve an Amendment to\nTitle 17 (Zoning) to Incorporate Permitted Uses and Development Standards for the\nProposed Urban Multiuse (U/MU) Zoning District.\nRECOMMENDATION OF BU SINESS ITEM UNDER CONSIDERATION:\nIt is recommended that the City Council:\n1.
