C.1. PROPOSED ZONE TEXT AMENDMENT RELATED TO COMMUNITY\nOUTREACH AND NOTICING FOR PROJECTS REQUESTING\nDEVELOPMENT AGREEMENTS [J. ALKIRE, F. CONTRERAS, T.\nFARRIS, P. PORTWOOD, R. SHARMA]:\nSUBJECT: The City Council will consider a Zone Text Amendment (ZTA)\nto increase public hearing notice requirements and require a\nneighborhood meeting for new projects seeking development agreements\n(including standalone billboards), as requested by the City Council in May\n2024 (“Council Directive”). As part of the Council Directive, this report also\nprovides updates on outreach strategies to notify the community of\nPlanning Commission subcommittee meetings when projects seeking\ndevelopment agreements are presented. This Zone Test Amendment is\nnot subject to the California Environmental Quality Act (“Public Resources\nCode section 21000 et seq.) (“CEQA”).\nRECOMMENDATIONS: 1) Introduce on first reading Ordinance No. 25-\n_____: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nWEST HOLLYWOOD, CALIFORNIA, ADOPTING AN AMENDMENT TO\nTITLE 19, ZONING ORDINANCE OF THE WEST HOLLYWOOD\nMUNICIPAL CODE, TO REQUIRE A NEIGHBORHOOD MEETING AND\nINCREASED NOTICING REQUIREMENTS FOR PROJECTS SEEKING\nDEVELOPMENT AGREEMENTS AND FINDING SUCH ACTION DOES\nNOT QUALIFY AS A PROJECT SUBJECT TO THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT AND IS OTHERWISE EXEMPT\nUNDER STATE CEQA GUIDELINES SECTION 15061(B)(3);" 2) Direct\nstaff to monitor and evaluate the impacts of the new requirements and\nreturn with recommended adjustments if the changes significantly impact\nproject processing times or community engagement levels; 3) Receive\nand file the update on proposed outreach strategies to notify the\ncommunity of Planning Commission subcommittee meetings when\nprojects seeking development agreements are presented; and 4) Consider\ndirecting staff to investigate expanding notice requirements for\nconstruction projects, as recommended by the Planning Commission.
