9.\nParks, Beaches & Recreation Commission Recommendations\nBoulevard Vision Plan and The Great Rescue of 1925 Plaque\nfor\nOcean\na) Determine this action is exempt from the California Environmental Quality Act\n(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines\nbecause this action will not result in a physical change to the environment, directly or\nindirectly;\nb) Receive and file the Parks, Beaches & Recreation Commission’s revised Ocean\nBoulevard Concept Master Plan, dated March 4, 2025;\nc) Approve the Donation Agreement with Paul Burnett for the fabrication, installation\nand maintenance of The Great Rescue of 1925 plaque, and authorize the Mayor and\nCity Clerk to execute the agreement; and\nd) Waive the requirements of City Council Policy L-6 to allow the placement of The\nGreat Rescue of 1925 plaque within the public right-of-way at the Dahlia Avenue\nvista point.\nStaff Report\nAttachment A - Ocean Boulevard Concept Master Plan\nAttachment B - Donation Agreement\nAttachment C - Memorial Monument Proposal
