18.\nClosed Session - Conference with Legal Counsel - Anticipated Litigation - Significant\nexposure to litigation pursuant to paragraph (2) of subdivision (d) of Government Code\nsection 54956.9: One potential case. Existing Facts and Circumstances: On May 14,\n2025, the Attorney General for the State of California ("AG"), through Deputy Attorney\nGeneral, Michael S. Cohen, informed the City Attorney, Morgan L. Foley, of its belief\nthat the El Cajon Police Department’s practice of sharing information captured by its\nautomated license plate recognition system with out-of-state and/or federal law\nenforcement agencies is in violation of state laws (i.e., California Civil Code §\n1798.90.55 (b)), as interpreted by the AG and that it would enforce the AG’s\ninterpretation through the courts.
