1.\nConsideration to revise the City Council-adopted Housing Element to remove\nSite Nos. 16, 18, and 19 from the Housing Sites Inventory. (Forbes) (60 mins)\nRecommendation: 1) Review the California Department of Housing and\nCommunity Development’s (HCD) formal review letter of the proposed draft\nrevisions to the City Council-adopted 2021-2029 Housing Element to remove\nSite Nos. 16, 18, and 19 from the Housing Sites Inventory; 2) Review the\npotential zoning build-out scenarios for Site Nos. 16, 18, and 19 if: a.\nRestoring the sites’ original designation; or b. Retaining the current Housing\nElement’s designation, 3) Based on HCD’s letter and the zoning build-out\nscenarios determine whether to retain the existing Housing Element zoning\nadopted by the City Council on April 16, 2024 by Resolution No. 2024-16 or to\nrestore the original zoning designation by initiating the public hearing\nproceedings to consider adopting the draft revised 2021-2029 Housing\nElement by removing Site Nos. 16, 18, and 19 and amending the General\nPlan, Zoning Code, and Zoning Map to effectuate those revisions; and,4) If the\nCity Council determines to retain the existing Housing Element Designation for\nSite No. 16, direct Staff to notify Coastal Commission to proceed with\nprocessing the LCP Amendment; or if the City Council determines to initiate\nthe zone change proceedings to restore the original zoning designations,\ncontinue the public hearing to the June 17, 2025 meeting and direct staff to\nbring back a resolution to rescind the City’s request of the California Coastal\nCommission to consider the amendment to the Local Coastal Plan and Zoning\nMap.\nAgenda Report
