Award a Construction Contract to Hardy & Harper, Inc., for the FY 24-25 Pavement Rehabilitation\nProgram (Wilcox Avenue Street Improvement Project, STR-004; Santa Ana St & Park Ave Street\nImprovement Project, STR-006; Cecilia Street Improvement Project, STR-007) (page 85)\nPresented by the Senior Engineer\nRecommendation:\nThe City Council is requested to:\n1.\nApprove the Plans and Specifications for the FY 24-25 Pavement\nRehabilitation Program (Wilcox Avenue Street Improvement Project,\nSTR-004; Santa Ana St & Park Ave Street Improvement Project, STR006; Cecilia Street Improvement Project, STR-007);\n2.\nAuthorize the City Manager to execute a contract with Hardy &\nHarper, Inc. for the Project in the amount of $1,134,741 for the FY 2425 Pavement Rehabilitation Program (Wilcox Avenue Street\nJune 3, 2025, at 6:30 P.M.\nImprovement Project, STR-004; Santa Ana St & Park Ave Street\nImprovement Project, STR-006; Cecilia Street Improvement Project,\nSTR-007); and\n3.\nApprove 10% construction contingency based on the bidder’s\nconstruction cost, to cover unforeseen conditions in the amount of\n$113,474.00 for utilization by the Public Works Director or designee\nfor potential Construction Change Orders (CCO), and 10%\nconstruction management based on the bidder’s construction cost and\nconstruction contingency, in the amount of $124,821.50; and\n4.\nFind the FY 24-25 Pavement Rehabilitation Program (“Project”),\nexempt from the environmental regulations of the California\nEnvironmental Quality Act (“CEQA”), pursuant to Cal. Code of\nRegulations, Title 14, Division 6, Chapter 3, Section 15301(c) (Class 1 –\nExisting Facilities).
