6.7\nb.\nAuthorize the allocation of funding to cover fifty percent (50%) of the total compensation\ncosts for each SRO, including salary, benefits, and motor pool expenses, as outlined in\nExhibit A of the agreement.\nc.\nDirect City staff to collaborate with CNUSD representatives to conduct annual reviews of the\nSRO program each February, as stipulated in Section 3.10 of the agreement. These\nevaluations will assess program effectiveness, campus assignments, and compliance with\nthe terms of the agreement.\nd.\nApprove the provision of administrative space, supplies, and equipment by CNUSD at each\nassigned school campus to support SRO operations. This includes office space, furniture,\ncomputers, and telephones, as specified in Section 3.4 of the agreement.\ne.\nAuthorize the City to assign police vehicles to SROs for program-related duties, with motor\npool costs shared equally between the City and CNUSD. This arrangement supports the\nmobility and operational efficiency of SROs in fulfilling their responsibilities.\nf.\nEnsure compliance with the mutual indemnification clause in Section 3.11, which protects\nboth parties from liabilities arising from acts or omissions during the execution of the\nagreement. This clause reinforces the shared accountability and legal protections for both the\nCity and CNUSD.\ng.\nAdopt this agreement as a critical measure to enhance school safety, foster positive\nrelationships between law enforcement and students, and promote proactive programs that\naddress campus security and student well-being. The agreement aligns with the Cityâs\ncommitment to public safety and community partnership.\nh.\nAuthorize an estimated revenue increase in the amount of $140,864 in the General Fund 110\nfor FY 2026.\nCITY LIABILITY, PROPERTY, AND WORKERSâ COMPENSATION INSURANCE POLICIES FOR\nFISCAL YEAR 2026\nThat the City Council:\na.General Liability. Authorize the renewal of the Cityâs excess general liability insurance policy through\nthe Public Risk Innovation, Solutions and Management JPA for Fiscal Year 2026 with an estimated\nmaximum premium amount of up to $2,916,000, coverage of $25M per occurrence, and a self-insured\nretention of $1M per occurrence.\nb. Workersâ Compensation . Authorize the renewal of the Cityâs excess workersâ compensation\ninsurance policy through the Public Risk Innovation, Solutions and Management JPA for Fiscal Year\n2026, with an estimated maximum premium amount of up to $700,000. Coverage is equal to the\nstatutory requirements for workersâ compensation and $5M per occurrence for employerâs liability, and\nan SIR of $1M per occurrence. The premium is based on estimated payroll and is subject to adjustment\nbased on actual payroll.\nc.Property. Authorize the renewal of the Cityâs property insurance with Alliantâs Property Insurance\nProgram for Fiscal Year 2026, with an estimated maximum premium amount of up to $1,544,047,\ncoverage for both real and personal property valued at approximately $807,192,830 (up from\n$760,215,998 last year), a coverage limit of $1B per occurrence (subject to policy exclusions and other\nsub-limits, including a $50K all-risk deductible for most buildings and facilities, a $10K deductible for\nvehicles off-premises and on-premises, a $500K deductible for wildfires, and a $5M deductible for the\nbiosolids facility), continuation of coverage for vehicles at actual cash value (as opposed to\nreplacement value), and continuation of coverage off-premises only for vehicles with a value of\n$100,000 or more.\nd. Crime. Authorize the renewal of the Cityâs Master Government Crime insurance through the Public\nPage 4 of 11\nRisk Innovation, Solutions and Management JPA with the National Union Fire Insurance Company of\nPittsburgh, PA, also known as AIG (âAIGâ) for Fiscal Year 2026, with an estimated maximum premium\namount of up to $19,000, coverage of $10M per occurrence, and a deductible of $2,500 per\noccurrence.\ne.Airport. Authorize the renewal of the Cityâs Airport Liability insurance with the Starr Indemnity &\nLiability Company for Fiscal Year 2026, with an estimated maximum premium amount of up to $5,359,\ncoverage of $25M per occurrence, and no deductible or SIR.\nf. Enhanced Pollution. Authorize the renewal of the Cityâs enhanced pollution liability insurance with\nIronshore Specialty Insurance Company for Fiscal Year 2026, with an estimated premium of $122,491,\ncoverage of $10M per pollution condition, and an SIR of $250,000 per pollution condition.\ng. Deadly Weapon Response Program . Authorize the renewal of Alliantâs Deadly Weapon Response\nProgram coverage, underwritten by Lloydâs of London, for Fiscal Year 2026, with an estimated\nmaximum premium amount of up to $9,133 and coverage of $500,000 and sub-limit coverage of\n$250,000 for various incident related services and coverages.\nh.Cyber Liability . Authorize the purchase of enhanced cyber liability coverage with Public Risk\nInnovation, Solutions and Management JPA for Fiscal Year 2026, with an estimated maximum premium\namount of up to $187,000 and coverage of $18M (policy limit/aggregate subject to the pool aggregate\nof $115M), including various sublimits (most notable of which are now much larger $7.75M extortion\nand data recovery cost sublimits). For several years, the cost of enhanced cyber liability insurance had\nbeen cost prohibitive, so we relied on the coverage provided under Alliantâs Property Insurance\nProgram. However, last year the cost and quality of cyber liability coverage improved, and the City once\nagain purchased a standalone cyber coverage policy.\ni.Marketing Process. Pursuant to Corona Municipal Code Section 3.08.140(E), find that it is in the best\ninterest of the City and its administrative operations to dispense with the Cityâs normal formal\ncompetitive bidding process and authorize the above purchases using Alliantâs competitive process,\nsince the Cityâs competitive bidding process is not amenable to the purchase of these insurance\npolicies and Alliantâs competitive process is a thorough and competitive which is an appropriate\nalternative to the Cityâs formal public competitive bidding procedures.\nj.Earthquake & Flood . Concur with staff recommendation not to purchase earthquake and flood\ninsurance because it is not available at a reasonable cost.\nk.Implementation Actions. Authorize staff to take all other actions and execute all documents necessary\nto implement these recommendations, including any minor adjustments which are consistent with these\nrecommendations and within the finally adopted Fiscal Year 2026 budgets for the Workers\nCompensation Fund 683 and the General Liability Fund 687.\nThat the Corona Utility Authority review, ratify and to the extent necessary, direct the City Council to\ntake the above actions.
