11B. ADOPTION OF THE FISCAL YEAR 2025/26 OPERATING AND CAPITAL BUDGET\nFOR THE CITY OF STANTON AND STANTON HOUSING AUTHORITY; APPROVE\nEMPLOYEE BENEFITS AND SALARY RATES FOR FISCAL YEAR 2025/26;\nAPPROVE THE AMENDED PERSONNEL RULES; ADOPT THE FISCAL YEAR\n2025/26 APPROPRIATIONS LIMIT; ADOPT FISCAL YEAR 2025/26 RESERVE\nPOLICY; APPROVE THE CITY INVESTMENT POLICY FOR FISCAL YEAR 2025/26;\nWAIVE COMPETITIVE BIDDING REQUIREMENTS FOR CERTAIN COMMODITY\nPURCHASES; APPROVE A FIVE-YEAR AGREEMENT WITH THE COUNTY OF\nORANGE FOR LAW ENFORCEMENT SERVICES; AND APPROVE INTERFUND\nTRANSFERS FOR FISCAL YEAR 2024/25\nDuring its regular City Council meeting held on May 27, 2025, the City Council reviewed\nthe Proposed Operating and Capital Budget for Fiscal Year 2025/26. During the meeting,\nthe City Council approved a number of decision packages that resulted in total\nappropriations increasing by approximately $480,790. In addition, staff modified the\nproposed Capital Improvement Program (CIP) Budget to add $3.8 million of funding for\nthe Orangewood Complete Streets Project (#2025-105) in Fiscal Year 2025/26 (funded\nfrom a federal grant from the Orange County Transportation Authority (OCTA) and a\nmatch from the City’s Gas Tax Fund). As a result, total Fiscal Year 2025/26 proposed\nappropriations (for all City Funds) increased from $49.2 million (as of May 27, 2025) to\n$53.4 million. The Proposed Budget for Fiscal Year 2025/26 is provided as Attachment\nA.\nIn addition to adopting the Fiscal Year 2025/26 Operating and Capital Budget, staff is\nrecommending City Council approval of the following:\n•\n•\n•\n•\n•\n•\n•\nAnnual approval of employee benefits and salary rates (Attachment D);\nApproval of amended personnel rules (Attachment F);\nAnnual approval of the City’s appropriation limit (Attachment G);\nAnnual approval of the City’s Reserve Policy (Attachment I);\nAnnual approval of the City’s Investment Policy (Attachment K);\nAnnual approval waiving competitive bidding for certain commodity purchases;\nand,\nApproval of the five-year agreement with the County of Orange for law\nenforcement services (Attachment L).\nLastly, staff is planning to close three City funds as of June 30, 2025:\n•\n•\n•\nTransaction & Use Tax Fund (#102);\nCDBG-CV Fund (#221); and\nStanton Central Park Maintenance Fund (#280).\nStaff is seeking City Council approval to transfer all remaining assets and liabilities in\nthese funds to other City funds as of June 30, 2025.\nStanton City Council Agenda\nJune 10, 2025\nRECOMMENDED ACTION:\n1. City Council find that these items are not subject to the California Environmental\nQuality Act (“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or\nadministrative activities of governments that will not result in direct or indirect physical\nchanges in the environment); and\n2. Adopt Resolution No. 2025-21 adopting the City’s Fiscal Year 2025/26 Operating and\nCapital Budget, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, ADOPTING THE FISCAL YEAR 2025/26 OPERATING AND\nCAPITAL\nBUDGET\nAND\nAUTHORIZING\nEXPENDITURES\nAND\nAPPROPRIATIONS RELATED THERETO”; and\n3. Adopt Resolution No. SHA 2025-01 adopting the Stanton Housing Authority’s Fiscal\nYear 2025/26 Operating and Capital Budget, entitled:\n“A RESOLUTION OF THE STANTON HOUSING AUTHORITY OF THE CITY\nOF STANTON, CALIFORNIA, ADOPTING THE FISCAL YEAR 2025/26\nOPERATING AND CAPITAL BUDGET AND AUTHORIZING EXPENDITURES\nAND APPROPRIATIONS RELATED THERETO”; and\n4. Adopt Resolution No. 2025-20 approving the employee benefits and salary rates,\nentitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, REGARDING EMPLOYEE BENEFITS AND SALARY RATES\nFOR ALL CLASSES OF EMPLOYMENT”; and\n5. Adopt Resolution No. 2025-19, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, AMENDING AND ADOPTING PERSONNEL RULES FOR THE\nADMINISTRATION OF THE CITY’S PERSONNEL SYSTEM AND REPEALING\nALL OTHER RESOLUTIONS AND MOTIONS INCONSISTENT HEREWITH”;\nand\n6. Adopt Resolution No. 2025-22 approving the appropriations limit for Fiscal Year\n2025/26, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA ADOPTING ITS ARTICLE XIIIB APPROPRIATION LIMITATION\n(GANN LIMITATION) FOR FISCAL YEAR 2025/26”; and\nStanton City Council Agenda\nJune 10, 2025\n7. Adopt Resolution No. 2025-23 approving the City’s Reserve Policy, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, APPROVING THE CITY OF STANTON RESERVE POLICY FOR\nFISCAL YEAR 2025/26”; and\n8. Approve the City’s Investment Policy for Fiscal Year 2025/26; and\n9. Waive the competitive bidding requirements for certain commodity purchases (e.g.,\nasphalt, sand, fuel, metal sheets, plywood and paint) during Fiscal Year 2025/26; and\n10. Authorize the City Manager to execute the Five-Year Agreement with the County of\nOrange for the provision of law enforcement services; and\n11. Authorize staff to close the Transaction & Use Tax Special Revenue Fund (#102) and\ntransfer all assets and liabilities to the General Fund (#101) as of June 30, 2025; and
