b.\nRESOLUTIONS ADOPTING A CITY-WIDE PAY SCHEDULE, MANAGEMENT\nSALARY RANGES, PART-TIME SALARY SCHEDULE, AMENDMENTS TO\nTHE CITY’S CLASSIFICATION PLAN, AND SHEA SIDE LETTER\nSummary:\nDuring the 2024 labor negotiations, the City approved Memoranda of\nUnderstanding (MOU) with the Signal Hill Employees’ Association (SHEA) and\nthe Signal Hill Police Officers’ Association (SHPOA) for the period of July 1,\n2024, through June 30, 2027. The SHEA MOU included cost-of-living\nadjustments of 2% in FY 2024-2025, 4% in FY 2025-2026, and 3% in FY\n2026-2027, effective July 1 of each year. The SHPOA MOU included\ncost-of-living adjustments of 1% in FY 2024-2025, 4% in FY 2025-2026, and 3%\nin FY 2026-2027, effective July 1 of each year. The effective date of the\nCity-Wide Pay Schedule, Management Resolution, and Part-Time Pay Schedule\nis July 1, 2025. The City-Wide Pay Schedule, Management Resolution, and\nPart-Time Pay Schedules must be approved and adopted by City Council in\nadvance of the FY 2025-2026 cost-of-living adjustment taking place. During\ntonight’s meeting, the City Council will consider approving and adopting a\nCity-Wide Pay Schedule and Management Salary Resolution as required by the\nCalifornia Public Employees’ Retirement System (CalPERS). The City Council\nwill also consider approving a Resolution to amend salary ranges for hourly\npart-time employees.\nLastly, the City Council will consider recommended changes to the City’s\nClassification and Compensation Plan (Plan) by amending the job specifications\nfor the following positions: Senior Building Inspector, Senior Public Works\nInspector, Community Services Manager, and Public Works Director, as well as\njob titles for Senior Water Maintenance Worker and Water Maintenance Worker.\nIf approved by the City Council, staff would incorporate the class plan\namendments for positions represented by SHEA into the SHEA MOU by Side\nLetter Agreement. Staff recommends the updates to the Plan to better position\nthe City to continue meeting its overarching strategic plan goals, enhance public\nsafety and public service delivery, attract and retain talented candidates in these\nessential positions, and update cleanup language in accordance with prior City\nCouncil direction. Except for the approved MOU cost-of-living increases, the\nproposed changes would not change compensation associated with these\npositions.\nStrategic Plan Goal(s):\nGoal No. 1\nFinancial Stability: Ensure the City’s long-term financial stability\nand resilience.\nGoal No. 5\nHigh-Functioning Government: Strengthen internal communication,\nrecruitment, retention, systems, and processes to increase the\neffectiveness and efficiency of City services.\nRecommendations:\n1. Adopt a Resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, APPROVING AND ADOPTING A CITY-WIDE PAY\nSCHEDULE AS REQUIRED BY THE CALIFORNIA PUBLIC EMPLOYEES’\nRETIREMENT SYSTEM (CALPERS), AND REPEALING ALL PRIOR\nRESOLUTIONS.\n2. Adopt a Resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, APPROVING AND ADOPTING REVISED SALARY RANGES\nRegular\nJune 10, 2025\nAND BENEFITS FOR MANAGEMENT PERSONNEL, AND REPEALING\nALL PRIOR RESOLUTIONS.\n3. Adopt a Resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, APPROVING AND ADOPTING SALARY RANGES FOR\nHOURLY, PART-TIME EMPLOYEES, AND REPEALING ALL PRIOR\nRESOLUTIONS.\n4. Adopt a Resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, AMENDING THE CLASSIFICATION AND COMPENSATION\nPLAN TO INCLUDE REVISIONS TO THE CLASS SPECIFICATIONS FOR\nCOMMUNITY SERVICES MANAGER, PUBLIC WORKS DIRECTOR,\nSENIOR BUILDING INSPECTOR, SENIOR PUBLIC WORKS INSPECTOR,\nSENIOR WATER MAINTENANCE WORKER, WATER MAINTENANCE\nWORKER.\n5. Adopt a Resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, APPROVING AND ADOPTING A SIDE LETTER OF\nAGREEMENT BETWEEN THE CITY OF SIGNAL HILL AND THE SIGNAL\nHILL EMPLOYEES’ ASSOCIATION.
