a.\nPUBLIC\nWORKS\nCONTRACT\nWITH\nSOUTHLAND\nROOFING\nINCORPORATED FOR THE CITYWIDE ROOF REPLACEMENT PROJECT\nSummary:\nThe City of Signal Hill’s 2023-2028 Strategic Plan includes the development of a\nCapital Facility Master Plan to identify current, deferred, and future maintenance\nneeds, providing a framework to guide long-term maintenance investments. On\nOctober 24, 2023, the City Council authorized a professional services\nagreement with Bureau Veritas Technical Assessment LLC to conduct a\ncomprehensive facility assessment of all City-owned buildings and prepare a\nFacility Master Plan (FMP). The FMP is a strategic framework for prioritizing\nmajor repairs needed to maintain City facilities at an optimal service level while\nproviding routine maintenance schedules across all sites. During the evaluation\nof City facilities, the FMP identified the roofs at the Youth Center, City Hall, and\nCity Yard as needing significant repair and designated them among the\nhighest-priority projects.\nFollowing a comprehensive and competitive bidding process, staff recommends\nthat the City Council award a contract to Southland Roofing Incorporated\n(Southland), the lowest responsive bidder, for a term of 90 working days and a\nnot-to-exceed budget of $858,245. Staff further recommends the City Council\nauthorize the City Manager to execute a Public Works Contract with Southland,\nwith construction scheduled to begin in June 2025 and anticipated to be\ncompleted by September 2025. The FMP initially estimated a lower replacement\ncost for this project; however, labor and material costs have increased\nsubstantially. Staff proposes a budget transfer from the Facilities Maintenance\nServices, totaling $348,549.50, to fully fund the project.\nStrategic Plan Goal(s):\nGoal No. 4\nInfrastructure: Maintain and improve the City’s\ninfrastructure, water system, and recreational spaces.\nphysical\nGoal No. 5\nHigh-Functioning Government: Strengthen internal communication,\nrecruitment, retention, systems, and processes to increase the\neffectiveness and efficiency of City services.\nRecommendations:\n1. Authorize the City Manager to enter into a Public Works Contract with\nSouthland Roofing Incorporated for the construction of the Citywide Roof\nReplacement Project, for a term of 90 working days and a not-to-exceed\ncontract amount of $858,245, in a form approved by the City Attorney.\n2. Authorize a contingency of $85,824.50 and up to a 30-calendar-day\nextension to accommodate additional scope of work and changes or\nunforeseen conditions, to be utilized if approved by the Public Works\nDirector, for a total construction budget of $944,069.50.\n3. Adopt a Resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL\nHILL, CALIFORNIA, AMENDING THE ADOPTED BUDGET AND\nAUTHORIZING BUDGET APPROPRIATIONS FOR FISCAL YEAR\n2024-25.
