11.j\n1.\nApprove participation in the Beach Cities Transit (BCT) Line 109 along with\nthe other beach cities, with required financial contribution from the City for\nFiscal Year 2025-26; and\n2.\nAuthorize the City of Hermosa Beach contribution of $17,183 for FY\n2025–26 paid from Proposition A funds for the BCT Line 109; and\n3.\nAuthorize the Mayor to sign and the City Clerk to attest to the Transit\nService Operation Agreement subject to approval by the Interim City\nAttorney (Attachment 1).\nADOPTION OF AN ORDINANCE APPROVING A ZONING TEXT AMENDMENT\n(TA 25-01), PERTAINING TO THE REGULATION OF TEMPORARY USES AND\nEVENTS - 25-CDD-099\nON PRIVATE PROPERTY, AMENDING HERMOSA BEACH MUNICIPAL CODE\n(HBMC): 1) CHAPTER 17.04 REGARDING DEFINITIONS; 2) CHAPTER 17.28\nREGARDING M-1 LIGHT MANUFACTURING ZONE; AND 3) CHAPTER 17.42\nREGARDING GENERAL PROVISIONS, CONDITIONS, AND EXCEPTIONAL\nUSES.\nCEQA: Determine the project qualifies for a Categorical Exemption per Section\n15061(b)(3) of the California Environmental Quality Act Guidelines.\n(Community Development Director Alison Becker)\nRecommended Action:\nStaff recommends City Council:\n1.\nWaive full second reading and adopt by title only an Ordinance of the City of\nHermosa Beach, California approving Zone Text Amendment (25-01)\npertaining to temporary uses and temporary events (Attachment 1); and\n2.\nDirect the City Clerk to print and publish a summary ordinance in a\nnewspaper of general circulation within 15 days following adoption and post\nit on the City’s bulletin for 30 days.
