B. Large Format Digital Signage Study Session\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding that this study session is not a project subject to the California\nEnvironmental Quality Act;\n2. Authorize City staff to initiate negotiations with the applicant for the Development\nAgreements for new outdoor digital displays located at 301 Arizona Avenue and 1202\nThird Street Promenade;\n3. Provide direction to Staff regarding desired project parameters and approach to\ncommunity benefits; and\n4. Discuss the approach for future large-format digital signage with off-site advertising,\nincluding the adoption of an ordinance to establish a pilot program to limit this signage to\nthe Third Street Promenade area.\na.
