C. Approval of Donation of Retired Buses to Los Angeles County Metropolitan Transportation Authority\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of no possibility of significant effects pursuant to Section 15061(b)(3) of\nthe California Environmental Quality Act (CEQA) Guidelines; and\n2. Authorize the City Manager to negotiate and execute a Memorandum of Understanding\nwith Los Angeles County Metropolitan Transportation Authority (LA Metro) for donation of\ndecommissioned transit buses in support of the LA28 Olympic Games. This\nrecommended award is made as an exception to the competitive bidding process as LA\nMetro has requested donations of decommissioned transit buses for use in the 2028\nOlympic and Paralympic games.
