A. AGREEMENT WITH DAVID VOLZ DESIGN, INCORPORATED FOR CONCEPT\nDESIGN DEVELOPMENT FOR THE SAN GABRIEL VETERANS MEMORIAL IN\nAN AMOUNT NOT TO EXCEED $35,461 AND RESOLUTION NO. 25-28\nAPPROPRIATING $35,461 FOR CONCEPT DESIGN DEVELOPMENT\nFor the past several years, the City has been placing 200 flags in Plaza Park as\npart of a Field of Heroes to honor Veterans in our community. In addition, the\nCity has held Veterans Day and Memorial Day ceremonies, which have been\nwell received by the community. In addition to these items, City Council has\nexpressed an interest in having a permanent Veterans Memorial that will be\naccessible year-round for residents and visitors to reflect on the dedication of\nour community’s Veterans. The flags will continue to be placed and ceremonies\nheld in honor of Memorial Day and Veterans Day when the permanent\nmemorial is in place. Additionally, the City has partnered with the San Gabriel\nVeterans’ Memorial Coalition (SGVMC), a nonprofit group established in 2020\nfor the purpose of honoring San Gabriel’s veterans and working toward the\ndevelopment of a memorial in San Gabriel. In July 2024, the City Council\napproved the location of the City’s future Veterans Memorial in Plaza Park. The\nproject will honor the branches of the military – Army, Navy, Air Force, Marine\n7\nCorps, Space Force and Coast Guard and serve as a memorial for San Gabriel’s\nveterans. SGVMC also has an interest in including the names of those who\nserved. David Volz Design, Incorporated’s fee for conceptual design\ndevelopment is $35,461. The City Council will need to appropriate funding from\nthe City’s Park Development Impact Fees since this is expansion/creation of a\npark feature. Appropriated funds would be reallocated into Special Project\naccount #124-850-40-97-821.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve the agreement with David Volz Design, Incorporated for the\nconceptual design development phase for San Gabriel’s Veterans Memorial;\n2. Authorize the City Manager to execute the agreement and any other\nnecessary documents pending review and approval by the City Attorney;\n3. Designate two City Councilmembers to serve as the lead Council contacts\nfor this planning process; and\n4. Adopt Resolution No. 25-28 appropriating $35,461 from the City’s Park\nDevelopment Impact Fees into account #124-850-40-97-821 for Memorial\nConceptual Design Development.
