E. ANNUAL RATE REVIEW AND ADJUSTMENTS FOR WASTE AND STREET\nSWEEPING SERVICES WITH ATHENS SERVICES FOR $11,432.16 MONTHLY\nFor many years, the City has contracted with Athens Services for street\nsweeping and waste services. In July 2021, the City Council approved a rate\nschedule to incorporate mandated organics recycling and merge the street\nsweeping and waste services contracts. In accordance with the Sixth\nAmendment to the contract for services dated July 6, 2021, Athens Services has\nsubmitted two requests for City Council approval to adjust the rates for street\nsweeping and waste services. These adjustments are based on applicable\nConsumer Price Indices (CPI), with the changes set to take effect on July 1, 2025.\nThe Fiscal Year 2025-2026 adopted budget for street sweeping services is\n$137,185.92, which includes the proposed increase which would be funded by\nGas Tax account 136-800-02-22-055.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve the annual rate adjustments proposed by Athens Services, as\noutlined in the attached rate schedules, effective July 1, 2025.\n4\n2. Authorize the City Manager to approve a purchase order with Athens\nServices for $137,185.92 for street sweeping services, funded by Gas Tax\naccount 136-800-02-22-055.
