D. MEASURE R FUNDING AGREEMENT AMENDMENT NO. 1 WITH THE LOS\nANGELES METROPOLITAN TRANSPORTATION AUTHORITY (LA METRO)\nFOR THE SAN GABRIEL ADAPTIVE/TRAFFIC RESPONSIVE SIGNAL\nCONTROL PROJECT (MR5.3.1.10) AND TRAFFIC SIGNAL IMPROVEMENTS\nPROJECT (MR5.3.2.21)\nThe Los Angeles County Metropolitan Transportation Authority (LA Metro)\napproved seven projects in the City to alleviate traffic congestion caused by the\ncancellation of State Route-710 construction between the Interstate-10 and\nInterstate-210. Two of the seven approved projects are Intelligent\nTransportation Systems initiatives, for which the City entered into funding\nagreements with LA Metro to accept $3,830,000 in Measure R Funds in 2020.\nThe funding agreement amendments will have no impact on the General Fund\nand will provide an additional $3,900,000 in Measure R Highway Funds for both\nprojects. The City must spend local funds first and then become reimbursed by\nLA Metro on a quarterly basis. Funding for both projects is programmed in the\nadopted Fiscal Year 2023-2024 Capital Improvement Program, specifying\n3\nMeasure R funds. These funds will be reimbursed quarterly as the projects\nprogress.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378(b)(4) of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the Mayor to execute the\nfunding agreements on behalf of the City, approving funding agreement\namendments FA#9200000000MR53110 and FA#9200000000MR53221 with Los\nAngeles County Metropolitan Transportation Authority (LACMTA) to accept an\nadditional $3,900,000 in Measure R funds for the San Gabriel Adaptive/Traffic\nSignal Control Project (CIP 2-21-01) and the San Gabriel Traffic Signal\nImprovement Project (CIP 2-21-02), with reimbursement provided through\nLACMTA Quarterly Expenditure Reports.
